History of the Organization

Highlands Regional Medical Center opened on January 3, 1973, with the purpose of providing high-quality healthcare services to the residents of Floyd, Johnson, Martin, and Magoffin counties. Dr. George Archer, Chalmer Frazier, Burl Spurlock, Marvin Music,Edward Music, and US Congressman Carl D. Perkins were the driving force for the Medical Center. The not-forprofit status was chosen in order to secure federal funding, in part through the Federal Hill Burton Program and the Economic Development Administration. When construction was completed and the Medical Center opened, regional leadership on the Board of Trustees included Dr. George P. Archer, Prestonsburg; Russell Williamson, Inez; Edward Music, Prestonsburg; Burl Spurlock, Prestonsburg; Allen Perry, Paintsville; O.J. Arnett, Salyersville; James Carpenter, Salyersville; Marvin Music, Prestonsburg; Harry LaViers, Paintsville; Mary Jane Harkins, Prestonsburg; Vera Ford, Prestonsburg; Dr. James D. Adams, Prestonsburg; and Chalmer Frazier, Prestonsburg.

Even today, the following excerpts from the original dedication ceremony for the Medical Center ring true to the mission of Highland Regional Medical Center (HRMC):

"We present this building to be dedicated to the Glory of Almighty God, and for His service in the relief of the sick and the suffering."

"In recognition of the vision, wisdom and perseverance of all those who have labored tirelessly to translate a dream into reality."

"To the skill and wisdom that bring relief and cure, and to the patient research that uncovers fresh resources with which to serve the public health."

"Grant that those who come here in weakness may be made strong, that those who come in pain may find relief, and that those who come in sorrow may find joy and gladness - we dedicate this hospital to the holy ministry of healing, and the sustaining power of the Holy Spirit in time of pain and suffering."

With these words of inspiration and motivation, Highlands Regional Medical Center, with its original staff of thirteen physicians and six registered nurses, opened its doors to the residents of eastern Kentucky and, at the same time, introduced the concept of regionalized healthcare.

Since its opening in 1973, the Medical Center has undergone numerous expansions and growth in services and technology in order to help meet the growing healthcare needs of the public. One of Highlands' greatest assets is its highly qualified, experienced medical staff of over 150 family physicians and specialists.

Chief of Staff Alan J. Hyden, M.D., stated, "Few rural communities have access to the variety of medical resources that we have at Highlands. HRMC's medical staff is committed to quality patient care based on best practices and evidence-based medicine. In addition, the medical staff participates with the hospital in a self-evaluation process for patient satisfaction reporting because we want to know how our patients feel about the care we provide."
